As reported by GamePro, the idea originated during a preview session with a French magazine. A journalist there jokingly suggested that Jason should put on a helmet before getting on the scooter – an allusion to real-life traffic laws, such as those laid out in Germany's § 21a of the StVO for certain vehicles. Rockstar apparently took the joke seriously enough to actually implement the option into the game. However, it won't be mandatory: those who want to ride without a helmet can do so without consequences.
Do I have to wear a helmet in GTA 6?
No. The helmet is a purely optional gesture, not a requirement. The in-game police won't pull you over for scooting around without head protection.
