Rockstar's Spy Game Agent: Dan Houser Explains Why It Never Saw the Light of Day

In 2009, Rockstar announced Agent, a spy game exclusive to the PS3, at E3. It was never released. Now, Rockstar co-founder Dan Houser has explained in an interview with IGN why the project failed – and the answer is quite honest.

Why Was Agent Never Released?

According to Houser, Rockstar attempted to build an open-world spy game with “two or three different teams” – and “just couldn’t make it work”. The team eventually concluded that they wouldn’t figure out how to realize this game. Others are welcome to try, but he personally considers it difficult.

The core problem: A spy story thrives on pace and urgency. However, in an an open world, you want to decide for yourself when to follow the story and when to do something completely different. A spy who is supposed to save the world while you leisurely drive around quickly becomes narratively implausible. Furthermore, the settings of a spy story are often far apart. In a film, a cut is enough; in a cohesive sandbox, it’s not.

How Many Times Did Rockstar Try with Agent?

Houser had already revealed in 2025 during a conversation with Lex Fridman that there were about five different versions. The announced 1970s Cold War scenario was just one of them; another was set in the present day. Important: These weren’t five nearly finished games. According to Houser, the team couldn’t even properly flesh out a story because the fundamentals didn’t align.

Outwardly, Agent faded away quietly: In 2018, Take-Two abandoned the US trademark application, and in 2021, the game disappeared from Rockstar’s website. There was never a major announcement about its cancellation.

What Does This Mean for GTA 6?

From our perspective, this story is an interesting contrast to the current hype. With GTA 6, Rockstar is currently building arguably the densest open world in the company’s history – and that’s precisely where freedom works, because missions aren’t tied to strict time limits. Agent shows where this formula reaches its limits: As soon as the plot needs to build pressure, it clashes with your freedom. Houser’s conclusion leaves little hope that a Rockstar spy game will be revisited soon – making Agent one of the great ‘what-ifs’ of the gaming industry.
