GTA 6 to Get Strict Modding Rules, Banning Many Popular Fan Projects

Just before the major release, Rockstar Games is tightening the reins: The publisher has published new modding guidelines that set significantly narrower boundaries for GTA 6 than many fans had expected. The rules draw clear lines regarding story expansions, third-party brands, and even recreations of real-world locations.

Which Mod Projects Does Rockstar Specifically Forbid in GTA 6?

The new guideline bears the programmatic title “Respect our games” and quickly makes it clear what Rockstar's objective is: control over its own game world and its continuation. Prohibited, among other things, are:

  • Mods that expand or alter the official story, missions, or characters
  • Crossover projects that mix maps, characters, or content from different Rockstar games
  • Recreations of real-world locations, as well as the integration of third-party brands and licenses into the game world
  • Ports to platforms on which the respective game has not been officially released
  • Multiplayer mods outside of Rockstar's own licensed Creator platform

This effectively bans some of the GTA community's most popular mod categories — such as extensive story DLCs or crossover mods that bring together characters and locations from various Rockstar titles. The fan theory connecting Jason and Lucia to Red Dead Redemption 2 clearly demonstrates how much such connections occupy the community even before release — a mod that would actually implement such a connection would no longer be permitted under the new rules.

How Strict Has Rockstar's Modding Policy Been So Far for GTA 5 and Red Dead Redemption 2?

This topic isn't entirely new for Rockstar: Back in 2017, the publisher caused a major backlash in the community with a cease and desist order against the popular modding tool OpenIV for GTA 5. After massive criticism, Rockstar backtracked at the time, once again allowing single-player mods, while interventions in online content remained off-limits. For Red Dead Redemption 2, the publisher adhered to a similar, more restrained policy. With the new rules for GTA 6, Rockstar is now explicitly articulating its stance from the outset, making it noticeably stricter than in the past.

From our perspective, this seems like a lesson learned from the OpenIV incident: Instead of intervening belatedly and under community pressure, as with GTA 5, Rockstar is now setting firm boundaries before release. While this provides clarity for modders, it again risks angering the very community that kept GTA 5 alive for years with free content.
