According to Rebs Gaming, Activision originally proposed two games: a free-to-play multiplayer title and a campaign-only game. The campaign project was reportedly conceived as a soft reboot that wouldn't follow Halo Infinite's story but also wouldn't retell known events. Reports suggest it could delve into Master Chief's origins. Ultimately, however, it's rumored to have evolved into a package combining campaign and multiplayer, as is traditional for the series.

The team is reportedly being built within Sledgehammer Games. Allegedly, basic mechanics for campaign and multiplayer, including player movement, have already been conceptualized and prototyped there.
