Few game series boast such a recognizable look as Grand Theft Auto: Colorful panel art featuring characters and locales has graced every package since GTA 3. Now, Rockstar's former writer Dan Houser reveals in an IGN interview from the IGN30 Icons series that this distinctive style almost never came to be.
Why Was the GTA 3 Cover Changed Last Minute?
Houser was involved as a writer in almost all Rockstar games up until Red Dead Redemption 2 (2018). He recounts that the original GTA 3 cover was deemed too sensitive after the September 11 attacks, reportedly featuring burning buildings. The panel design, which later became the series' trademark, was subsequently painted by Stephen Bliss in about two evenings. Houser states that the fragmented, compartmentalized look exists 'only because of 9/11'.
In addition, adjustments were made to the game itself. Houser recalls some content that would have been 'a bit too much' so soon after the attacks. Consequently, the release was pushed back from the planned October 3, 2001, to October 22. In an earlier interview with Edge magazine, he reportedly mentioned, according to IGN, altered police car colors and an adjusted flight path for an airplane, among other changes.
How Important Was GTA 3 for Rockstar and Take-Two?
Houser's account clarifies how precarious the situation was. Take-Two was on the verge of economic collapse in early 2001, and the game wasn't well-received at E3. According to Houser, after its release, it didn't sell in one massive week, but rather continued to perform steadily week after week, well into 2002.
What Does This Mean for GTA 6?
The panel principle has endured to this day and continues to define the visual identity of GTA 6, which is scheduled to be released on November 19, 2026, for PS5 and Xbox Series X/S. From our perspective, this anecdote is a fascinating example of how coincidence and time pressure shaped one of the most renowned brands in the gaming world. Houser also remarks that GTA is now part of everyday culture: you can see cover-inspired T-shirts in every major tourist destination.
